Abbreviation for Workers' Music Council. Founded in Osaka in 1949 (Showa 24) with the aim of popularizing music for working people, it adopted the slogans "listen to good music at low prices" and "planning and managing by members". Since then, it has spread to cities all over the country, and in 1955, the National Labor Union Liaison Conference was formed, with 20 affiliated organizations and 130,000 members. In the 1960s, it further expanded its scope of activities, producing musicals such as Tokyo Labor Union's "Kawaii Onna" (1959) and National Labor Union's "Liu Sanjie" (1962-64), as well as participating in choral movements such as "Song of the Forest". Since the late 1960s, the number of members has stagnated due to changes in the times such as the high economic growth, and the advancement of organizations such as Onkyo (a local music culture association under the National Federation of Cultural Organizations) and Min-On (Min-On Foundation). As of 2001, there are 55 affiliated organizations and about 100,000 members.
