Also written as "Nyube", in ancient times it was the department that paid child support for the princes. It was established from ancient times as the economic base to support the palaces where the emperor and princes lived, and it is thought that originally each palace was individually established as "Osakabe" (Oshizaka Palace) and "Isonokami Palace". However, around the time of the reign of Empress Suiko in the early 7th century (Article on the 15th year of the reign of Empress Suiko), they were unified as "Mibube" (Nyube), and it seems that a department was no longer established for each individual palace. 乳部とも書き,古代において,皇子の養育料を出す部とされている。古くから天皇や皇子の居処である宮をささえる経済的基盤として設定され,本来は各宮ごとに刑部(おさかべ)(忍坂宮),石上部(石上宮)というように個別的に設定されたものと思われる。しかし7世紀初めの推古朝ごろになって(《日本書紀》推古15年条),壬生部(乳部)として一括されるようになり,個別の宮ごとに一つの部がたてられることはなくなったらしい。
