A plain facing Soya Bay in northern Hokkaido. It occupies part of Wakkanai city. It is limited to the Soya Hills to the east and hills that extend to the Wakkanai Peninsula to the west. The alluvial lowland at the center of the plain was formed when a sandbar developed in Soya Bay, turning the head of the bay into a lagoon, and sediment from rivers such as the Masuhoro River, Makubetsu River, and Sarakitmanai River filled in the lagoon, resulting in the remains of Lake Onuma and Lake Meguma. Fishing has been practiced along the coast since ancient times, and grassland development has progressed in the valley of the Masuhoro River and on the plateau, where dairy farming can be seen.
