As part of military reforms, on December 6, 1862 (Bunkyu 2), the Edo Shogunate ordered vassals with stipends of 3,000 koku or more to contribute half the number of soldiers required for Keian military service, and those with stipends of less than 3,000 koku to contribute a quarter of that number, which they called military levies and organized into infantry units. However, if they were unable to provide the military levies, they were required to pay 10 ryo in gold for each soldier. This was called military levy money. Furthermore, in August 1866 (Keio 2), they ordered the contribution of gunners for military service, but also allowed payment in this case. On September 26 of the following year, the Shogunate ordered vassals with stipends of 200 koku or more to pay gold equivalent to half the annual tax on their fiefs as military service, and the Shogunate decided to directly fund the soldiers with these military levies. 江戸幕府は軍制改革の一環として,1862年(文久2)12月6日,3000石以上の幕臣には慶安度軍役人数割の半数,3000石未満には4分の1の兵卒の供出を命じ,これを兵賦と称して歩兵組に編成した。ただし兵賦を出せない場合には兵賦1人分につき10両を金納させた。これを兵賦金という。さらに66年(慶応2)8月には軍役銃卒の供出を命じたが,この場合にも代金納を認めた。翌年9月26日,幕府は200石以上の幕臣に対し,知行所の年貢の半分に相当する金を軍役として納めるように命じ,兵卒はこの軍役金を資金として幕府が直接抱え入れることとした。
