A nobleman in the late Heian period. Son of Chunagon Fujiwara Ienari and the daughter of Kaga no Kami Takashina Muneaki. Named Shijo and Omiya. Head of the Fujiwara clan of the Zenshoji line. Betto (chief priest) of Emperor Toba and a powerful vassal of Emperor Goshirakawa. With the power of his father Ienari, who was also a powerful vassal of Emperor Toba, he was appointed as the governor of Tajima at the age of seven, and then became the provincial governor of Sanuki, Echigo, Tosa, and other areas, and his promotion was so rapid that it was described as "shameful." He became a nobleman in 1158 (Hogen 3), and in 1161 (Eiraku 2), he became a councilor, and later became a provisional Chunagon and Chunagon, before becoming a provisional Dainagon in 1168 (Nin'an 3). In 1179 (Jisho 3), he was appointed Dazai no Sochi, which was unusual for a vassal. In 1182 (Yowa 2), he resigned from his position due to illness and became a monk in Higashiyama. He is also known as a poet.

平安末期の公卿。中納言藤原家成と加賀守高階宗章の娘の子。四条・大宮と号す。善勝寺流藤原氏長者。鳥羽院別当,後白河院有力近臣。鳥羽院の有力近臣であった父家成の権勢を背景に,7歳で但馬守に任じられたのを皮切りに,讃岐,越後,土佐などの受領となり,その昇進ぶりは「あさましき事」との評を得るほどであった。保元3(1158)年公卿となり,永暦2(1161)年参議,以後,権中納言,中納言を経て,仁安3(1168)年権大納言となる。治承3(1179)年には,臣下として異例の大宰帥就任。養和2(1182)年,病により官を辞し,東山にて出家。歌人としても知られる。
