It is said to have been enacted by Kyoto Shoshidai Itakura Katsushige during the Keicho era (1596-1615), and is a law code concerning civil administration in general. The number of articles varies slightly depending on the copy, but there are about 60 articles. It is also called a "law book," but it is more of a private memorandum that sets out the standards for administration, and the arrangement and compilation of each article is not organized. The contents are wide-ranging, but the most numerous are articles that directly refer to public affairs, lawsuits, and arbitration, followed by provisions on quarrels, arguments, and disorder, inheritance, boundaries of fields, houses, forests, etc., and pawnbrokerage, and there are also articles closely related to the lives of ordinary people, such as relations between masters and servants, business, farming, roads and bridges, land surveys, prisons, inns, fires, guidelines, and adultery. An analysis of each article reveals that it is characterized by a transitional character from medieval law to early modern law.
