This law was issued in October 711 (4th year of Wadō) as part of various policies to popularize coins during the Wadō and Yōrō eras (708-724). It was a system in which a certain rank was awarded to those who saved a certain amount of coins and submitted them to the government, and can be considered a type of selling rank system. Initially, it was only applicable to those with ranks, but in December of the same year, an additional law was issued specifying the amount of coins required to become a ranked person from a rankless person or a white person, and this restriction was also removed. The only instance of the implementation of this law is seen in November of the same year, when a person who had saved coins was given a rank for the first time, and although it is unclear to what extent it was actually implemented, it is thought to have ceased with the spread of the Wado-kaichin coins.
