Its official name is the Social Welfare Corporation Onshi Zaidan Saiseikai. It was established in 1911 as an Imperial Foundation with the goal of providing medical care for the poor, funded by a grant from Emperor Meiji and private donations. As one of the measures to ease social unrest after the High Treason Incident, it established branches in each prefecture, received government budget allocations, and had the character of a public institution.
