A telephone call made to a foreign country via an international telephone line. In Japan, it is handled by KDDI, Softbank Telecom, NTT Communications, etc., and many other companies handle it through the resale of the services of these companies. It can be used from regular landlines, mobile phones, PHS, public phones, Internet Protocol phones (IP phones), etc.

Japan's international telephone calls began in 1934 (Showa 9) with the opening of a direct radio line with the Philippines. Thereafter, as lines were established around the world, including Indonesia and the United States, the number of calls increased, reaching approximately 6,000 calls per year in 1941, when the Pacific War began. During World War II, the lines were closed, leaving only one line with Switzerland. Lines were reopened with the United States in 1946 (Showa 21), and in the 1990s, the laying of high-capacity optical undersea cables and the launching of commercial communications satellites dramatically increased the number of communication lines, expanding direct lines and further improving call quality.

As of fiscal year 2009, the number of calls (to and from Japan) was 1,274,300,000. In terms of communication time (outgoing) by region, China ranked first, the Philippines second, the United States (mainland), South Korea, and Hong Kong.

Since the 1980s, the volume of international telephone calls worldwide has been growing at an average annual rate of 15%. However, with the introduction of the Internet telephone service Skype in 2003, which has made it possible to make international calls free of charge or at a low cost, the growth in the volume of international telephone calls made over conventional telephone lines has slowed.

Types of international calls

There are the following types of international calls:

International dialing

A call in which the user directly dials the other party. The call is connected by dialing the international access code, country code, area code, and subscriber telephone number, and the call can be started immediately when the other party answers.

International operator call

A call is made by telling the operator the phone number and name of the person you want to talk to and connecting. In Japan, it is handled by KDDI. Previously, there was a distinction between "number calling," where you only specify the phone number of the person you want to talk to, and "person-to-person calling," where you specify the person you want to talk to, but in October 2010, KDDI abolished number calling and unified it into person-to-person calling. The basic fee is for the first three minutes, and after three minutes, a fee is charged for each minute.

Other types

These include "KDDI Japan Direct," which allows you to apply to a Japanese operator from abroad and be connected; "collect call," which is a pay-per-call service; "World Free Phone," where calls from abroad to Japan are automatically pay-per-call; and satellite phone services (Iridium, Inmarsat).

外国と国際電話回線で結んで行う電話通話のこと。日本ではKDDI、ソフトバンクテレコム、NTTコミュニケーションズなどが取り扱っているほか、これら事業者のサービスの再販売などにより、多数の事業者が取り扱っている。一般の加入電話、携帯電話、PHS、公衆電話、インターネットプロトコル電話（IP電話）などから利用することができる。

　日本の国際電話は、1934年（昭和9）、フィリピンとの間に無線による直通回線が開設されたことにより開始された。その後、インドネシア、アメリカをはじめ、世界各地に回線が設けられるにつれ利用回数は増加し、太平洋戦争が始まった1941年には年間約6000回に達した。第二次世界大戦中は回線が閉鎖され、スイスとの1回線を残すのみとなった。1946年（昭和21）にアメリカとの間で再開され、1990年代には大容量の光海底ケーブルの敷設、商業通信衛星の打上げにより飛躍的に通信回線が増大して、直通回線が拡充し、通話品質が一段と向上した。

　2009年度（平成21）時点の通信回数（日本発着）は12億7430万回。地域別通信時間（発信）は第1位中国、第2位フィリピン、以下、アメリカ（本土）、韓国、香港(ホンコン)の順となっている。

　なお、世界的に国際電話の利用量は1980年代以降、年平均15％の成長を続けてきたが、2003年に登場したインターネット電話「スカイプ」により無料または格安の料金で国際電話ができるようになったことなどにより、従来型の電話回線による国際電話利用量の伸びは減速している。

国際電話の種類

国際電話には次の種類がある。

国際ダイヤル通話

利用者が直接ダイヤルして先方を呼び出す通話。国際識別番号、国番号、エリアコード、加入電話番号をダイヤルすることにより接続され、相手が応答したらただちに通話を開始することができる。

国際オペレーター通話

オペレーターに相手の電話番号や名前を伝えて申し込むことにより接続される通話。日本ではKDDIが取り扱っている。以前は相手の電話番号だけを指定する「番号通話」と、話したい人を指定する「指名通話」の区分があったが、2010年10月、KDDIは番号通話を廃止し、指名通話に一本化した。通話料金は最初の3分までが基本料金で、3分を過ぎると1分ごとに料金が加算される。
