Kokugaho - Kokugaho

Japanese:
Kokugaho - Kokugaho
From the mid-Heian period onwards, laws were enacted within the jurisdiction of the local government, the kokuga (provincial offices). When the ruling order of the Ritsuryo system began to collapse, local Kokuga revised the Ritsuryo laws in order to maintain their rule, while also incorporating local customs to create new laws that could respond to local conditions. Such laws, which appeared from the late 9th century to the 10th century, were called "Kokurei" or "Tokunorei," and the accumulation of such examples = customary laws is collectively called Kokugaho. Therefore, Kokugaho did not have a legal code like the Ritsuryo code, and its effect was limited to one state.
