From the mid-Heian period onwards, laws were enacted within the jurisdiction of the local government, the kokuga (provincial offices). When the ruling order of the Ritsuryo system began to collapse, local Kokuga revised the Ritsuryo laws in order to maintain their rule, while also incorporating local customs to create new laws that could respond to local conditions. Such laws, which appeared from the late 9th century to the 10th century, were called "Kokurei" or "Tokunorei," and the accumulation of such examples = customary laws is collectively called Kokugaho. 平安時代中期以降,地方政府である国衙(国府)が管内で施行した法。律令体制の支配秩序が崩壊しはじめると,地方の国衙では支配を維持していくために律令法を修正しながら,各地方の慣習をも取り入れて地方の実情に即応できる,新しい法を作りだしていった。9世紀後半から10世紀にかけて出現するこのような法は〈国例〉とか〈当国之例〉等と呼ばれるが,このような例=慣習法の集積されたものを国衙法と総称する。したがって国衙法は律令のような法典をもたず,その効力も一国内に限定される。
