Recommendation Concerning the Status of Teachers

...In Japan, there is no discrimination between men and women in terms of licenses, salaries, etc., and the teaching profession is almost the only profession where men and women are equal, but in reality, female teachers are at a disadvantage when it comes to dividing up school duties and promoting to principal or vice principal. An international document on teachers' status and work is the "Recommendation concerning the Status of Teachers," adopted in 1966 at a UNESCO Special Intergovernmental Conference attended by representatives from 76 countries, including Japan. It states that "educators should enjoy academic freedom in the performance of their professional duties," and emphasizes the responsibility to perform the highest standard of work, and further states that "teachers must be allowed the freedom to exercise all civil rights," which raises questions about the status of teachers in Japan. ...
