Law No. 147 of 1949. This law stipulates the standards for licenses for educational personnel at elementary schools, junior high schools, high schools, kindergartens, etc. Regardless of whether they are national, public, or private, educational personnel at all kindergartens, elementary schools, junior high schools, high schools, secondary schools, and special needs schools must not fall under certain negative qualification requirements (disqualification clauses) and must have positive qualification requirements (license qualifications) based on this law. Furthermore, for principals and vice principals, the School Education Act Enforcement Regulations stipulate qualification requirements (specialized license or first-class license) in addition to the license qualifications stipulated in this law. The 2007 amendment introduced a teacher license renewal system, and from 2009, it was decided that ordinary licenses and special licenses would have a validity period of 10 years.

昭和 24年法律 147号。小学校，中学校，高等学校，幼稚園などの教育職員の免許の基準を定めた法律。国立，公立，私立を問わず，すべての幼稚園，小学校，中学校，高等学校，中等教育学校および特別支援学校の教育職員は，一定の消極的な資格要件 (欠格条項) に該当せず，かつ，この法律に基づく積極的な資格要件 (免許資格) を有する者でなければならない。さらに，校長および教頭については，この法律の免許資格とは別に資格要件 (専修免許状または一種免許状) が学校教育法施行規則で定められている。 2007年の改正により，教員免許更新制が導入され，2009年から普通免許状および特別免許状に 10年間の有効期間を設けることが定められた。
