...In the early Meiji era, the area was also used for water transportation, but this gradually declined after the Nemuro Main Line opened between Obihiro and Asahikawa in 1907. Otsu (Toyokoro Town), located at the mouth of the Otsu River, a tributary of the river, was a bustling port town, but it subsequently declined as water transportation declined. Two kilometers downstream from Tokachigawa Onsen in Otofuke Town, there is the Chiyoda Dam, about 200 meters long, where salmon can be seen swimming up the river and fishing around October.

...Located in the lower reaches of the Tokachi River, most of the area is hilly, with an elevation of 200 to 300 meters. Otsu, located at the mouth of the Otsu River, which branches off from the lower reaches of the Tokachi River, was opened as a fishing ground in 1825 (Bunsei 8). The first Japanese settled here in 1863 (Bunkyu 3), and the first settlers arrived in 1881. Since then, the area has flourished as a gateway to the development of the Tokachi Plain. After the Otsu Highway to Obihiro was built in 1893 and the Nemuro Main Line was opened inland, the center of the area moved to Moiwa, which has good transportation access.
