It is also called the Human Rights Committee, Human Rights Committee, or Civil Liberties Committee. The committee was established by the International Covenant on Human Rights, and was formally established at the first Assembly of States Parties in 1976. The Committee's duties include reviewing reports submitted by States Parties, which are required by the Covenant, making recommendations to States Parties, and reviewing reports from other States Parties regarding human rights violations by States Parties. In addition, the Committee may receive and review reports of human rights violations by individuals under the jurisdiction of States Parties to the Optional Protocol to the Covenant, and may bring such reports to the attention of the States Parties.

B規約人権委員会，人権専門委員会，自由権規約委員会ともいう。国際人権規約B規約によって設置が規定された委員会。 1976年第1回締約国会議において正式に発足した。委員会は，B規約によって提出を義務づけられている締約国からの報告書を検討し，締約国に対し勧告を行うこと，締約国による人権侵害に関する他の締約国からの通報を検討することなどを任務とする。さらにB規約選択議定書の締約国に対しては，締約国管轄下の個人による人権侵害に関する通報を受理，検討し，当該締約国の注意を喚起することができる。
