A Houtoku activist in the late Edo period and early Meiji period. His given name was Kiyotada, his pen name was Shisei, and his pen name was Museiken. He was a wealthy farmer in Kurama Village, Sano County, Totomi Province (Kakegawa City). In 1848, he was taught by Anoin Shoshichi and was impressed by the Houtoku principle, so he founded the Ushioka Group Houtoku Society in his village. In the same year, he visited Ninomiya Sontoku in Nikko and received oral instruction from him, returned to his village, created the family rules "Unjo Ihan", and as a local advisor to the Kakegawa Domain, led the restoration of villages in distress within the domain. After Sontoku's death, together with his eldest son Ryoichiro, he built the foundations of the Houtoku movement in the Enshu region, which became the center of the Houtoku movement. 幕末・明治初期の報徳運動家。名は清忠,字は至誠,号無息軒。遠江国佐野郡倉真村(掛川市)の豪農。嘉永1(1848)年安居院庄七から教えを受け報徳主義に感銘し,居村に牛岡組報徳社を結社。同6年日光の二宮尊徳を訪ね口授を受けて帰村,家則「雲仍遺範」を作成,掛川藩地方用達として領内の難村復興事業を指導,長男良一郎と共に尊徳没後,報徳運動の中心地となった遠州地方報徳運動の基礎を築いた。明治8(1875)年遠江国報徳社を設立,社長となる。<著作>『報徳発明録』<参考文献>岡田良一郎『無息軒翁一代記』,海野福寿「遠州報徳主義の成立」(『駿台史学』37号)
