1856‐1919 A diplomat and politician in the final days of the Russian Empire. From 1894 to 1906, he served as envoy to the Vatican, Belgrade, Munich, Tokyo, and Copenhagen, and was appointed foreign minister in May 1906. He supported the Stolypin regime with pro-British and pro-German diplomacy. In 1907, he participated in the conclusion of the Anglo-Russian Entente. He also made an agreement with Austria over the Dardanelles (September 1908), but this resulted in Austria annexing Bosnia and Herzegovina, and he suffered a diplomatic defeat.
