The Norwegian Constitution was established in 1814. Modeled on the French Constitution of 1791, it clearly stipulated civil rights such as separation of powers, national sovereignty, and freedom of the press, making it the most democratic constitution in Europe at the time. Voting rights were given to men over 25 who had a certain amount of property or civil service experience, and the eligible voters amounted to 45.5% of men over 25, or 10.3% of the total population (French voters at the time were 0.3% of the total population). Until 1814, Norway was effectively a vassal state of Denmark, but after Denmark's defeat in the war, which saw the country side by side with Napoleon, Norway was handed over to Sweden by the Treaty of Kiel.
