Leader of the Spanish Socialist Party. Born in Madrid. Professor of logic at the University of Madrid. After joining the party (1912), he was trusted by party founder P. Iglesias, and after his death, he became party secretary-general (1925). He was first elected to parliament in 1918. Ideologically, he was close to the ideas of the British Fabian Society, and belonged to the left wing of the party from 1917 to 1931. However, after becoming speaker of parliament (1931), he was not compatible with the rising radical faction within the party that called for revolution, and he leaned to a more moderate line, losing support within the party.

スペイン社会党の指導者。マドリード生れ。マドリード大学の論理学教授。入党(1912)以来，同党創立者P.イグレシアスの信任を受け，彼の死後，党書記長になる(1925)。1918年国会議員に初当選。思想的にはイギリスのフェビアン協会の考え方に近く，1917年から31年にかけて党内左派に属していた。しかし国会議長就任(1931)後，革命を求め台頭する党内過激派とは相入れず，穏健路線へと傾き，党内での支持を失っていった。
