Meritocracy Management

The Japan Federation of Employers' Associations (Nikkeiren), which proposed the term, defines it as "a general term for various personnel and labor management measures that increase labor efficiency by discovering, further developing, and more effectively utilizing employees' job performance capabilities" ("Meritocracy Management," 1969). In this sense, when considering meritocracy management, the following three points should be noted. First, it is a product of history. Since the economic turmoil caused by Japan's defeat in the war, managers have consistently sought ways to improve labor-management relations, which had been centered on confrontation, into a cooperative system, and to make the inefficient use of labor more efficient.

この用語の提唱者である日本経営者団体連盟(日経連)は，〈従業員の職務遂行能力を発見し，より一層開発し，より一層有効に活用することによって労働効率を高める人事労務管理諸施策の総称である〉と定義している(《能力主義管理》1969)。この意味で能力主義管理を考えるに当たっては以下の3点に注目すべきである。　第1に，すぐれて歴史的所産であるということである。敗戦による経済の混乱以降，経営者は対決を中心とする労使関係をいかにしたら協力体制にまで改善しうるのか，労働力の非効率的活用をいかにしたら効率化しうるのかを一貫して模索してきた。
