This manor was the property of Kofuku-ji Temple (Kasugasha Shrine) in Sakakita County, Echizen Province (an area covering the towns of Kanazu, Mikuni, Ashihara, and Maruoka in Sakai County, Fukui Prefecture today). It was divided into Kami and Shimogo, and together with the neighboring ten towns of Kawaguchi Manor, it was also known as the Hokkoku Manor. The name of this town appears in the Wamyōshō, but it is identified with the area that later became Tsuboe Kamigo, including present-day Tsuboe, Maruoka Town. It was donated to Kofuku-ji Temple by Emperor Gofukakusa in 1288 (Shoō 1) as a new 30th lecture fee office, but it is known from the Inspection Record of 1283 (Kōan 6) that it was already under Kofuku-ji Temple's control prior to this. 越前国坂北郡(現,福井県坂井郡金津(かなづ),三国(みくに),芦原,丸岡の各町にわたる地域)の興福寺(春日社)領荘園。上・下郷に分かれ,隣接の河口荘十郷と併せて北国荘園とも称された。この郷名は《和名抄》にみえるが,後の坪江上郷のうち現在の丸岡町坪江を含む地域に比定される。1288年(正応1)後深草院から新卅講料所として興福寺へ寄進されたが,これより以前すでに興福寺の支配下にあったことは,1283年(弘安6)の検注目録から知られる。
