Modern Democratic Politics

...First of all, is democracy participation (political participation) or resistance? Even if it is participation, can democracy be realized without a specific culture that supports it? Is the current participation in general insufficient, and is it not true democracy without more participation? Or is active participation in the political process not simply a matter of totalitarianism? Can we trust the governing ability of democracy? Furthermore, when considering international issues, does democracy necessarily bring about pacifism, as Tocqueville once hoped? In Modern Democracy (1920), one of the greatest classics of modern democratic theory, which pointed out the importance of practicing self-government for democracy, J. Bryce stated that although "democracy has made little progress in improving international relations and ensuring peace," it is still "not democratic politics that should bear the responsibility for the disasters of the war," and that the responsibility lies with "flaws in human nature," "unbridled military ambition," and "nationalistic passion." But can we really say this with confidence?
