...The Senate, which is made up of representatives from each state's parliament, can raise objections to bills passed by the lower house, but if the lower house re-passes the original resolution with the attendance of more than half of the total number of members, the resolution goes into effect. It can be said that the fact that the Volksabstimmung system is not just in name but is actually used is a distinctive feature of Austrian politics. An example of a national referendum is the 1978 national referendum on nuclear power plants, which will be discussed later.
